Fumes cited in workers' deaths: Coroner says men passed out, drowned
GULFPORT, MS -- A federal safety agency has joined investigators at the storm-damaged casino barge where authorities said two construction workers drowned Tuesday after passing out from hazardous fumes.
The workers, hired to pump water from the overturned Grand Casino Gulfport barge, apparently were overcome by hydrogen sulfide fumes inside the barge, lost consciousness and drowned, said Harrison County Coroner Gary Hargrove.
Tim Alan Fitzgerald, 49, of Newport News, Va., and Miguel Hidalgo-Soberano, 48, of Cardenas Tabasco, Mex., were employed by Dominion Marine Group LTD of Norfolk, Va. The company is the subcontractor for a demolition contract handled by PRC Environmental of Houston.
The Occupational Safety and Health Administration's investigation could take six months, said Clyde Payne, area director.
"Our first objective is to identify the cause of the incident and what factors played a part in it," said Payne, "and to address if the employer had appropriate safety precautions in place, and if not, why."
Hargrove said he believed the employees were instructed to stay out of the barge's interior.
Spokesmen for both companies declined to return phone calls.
Authorities said confined areas such as the barges allow the buildup of toxic gases heavier than air, making such environments dangerous if the oxygen is not replaced before the area is entered.
Fitzgerald entered the barge shortly before 4 p.m., said Hargrove, and his co-worker went in "to try to rescue, help or assist, and he, too, got overcome by fumes and fell in. We may never know exactly why or how it happened."

The boy was the only person on the tractor and was pulling a manure spreader up a private road on a farm owned by a great uncle, Ostrander said. One of the tractor's wheels apparently dropped off the road, causing the tractor to roll over and pin the boy, he said.

In 2003, the most recent year available, 37 people died in farm-related fatalities in Wisconsin, according to the Center for Agricultural Safety and Health at UW-Madison Extension. Of those, 10 involved tractors.
