REACH: What Happened and Why

I have written about the new European toxic chemical proposal and the strong opposition by the U.S. chemical industry and the Bush administration. Linked here is a new book (all of which is on-line), REACH: What Happened and Why: The Only Planet Guide to the Secrets of Chemicals Policy in the EU.
When raindrops, breast milk and human blood as a rule contain hazardous chemicals, something has gone wrong. Since 1998 the EU has been developing a chemicals policy to increase the safety of human health and the environment. However,he new policy is increasingly focusing on protection of the chemicals industry. How did this happen? Who made it happen? And most of all, why did it happen?
I haven't read it yet, but if anyone would like to write a book report, I'd be glad to publish it.
